Will Ferrari dominate in 2014 turbo season?

1. If there is no testing allowed in-season, how do the FIA police this? Surely the red cars could do a few sneaky laps around Fiorano in a test car? – maybe the FIA ECU is only enabled on race weekends, via some code it’s been programmed with?
2. This doesn’t stop them from running with a dummy/home made ECU? – Also, if they want to get ahead of their rivals for 2014, they can surely start testing the 1.6 V6 turbo in the back of a 2010 car – and although most of the development is done on the dyno in the early stages, they’ll still want to build prototype parts of the 2014 car to fit the 2014 engine?
3. I don’t doubt Ferrari’s integrity, but having their own test track must be a huge help when developing next year’s car? Ok, so Pirelli are told not to supply tyres to them for testing? Well I’m sure there are ways round it?…Call me a cynic…but they are based in Italy!?
